Surface Networks can go over the Ground Highway by overpasses, though overpass capabilities are more limited than those afforded by the Elevated Highway. The Ground Highway is just like the Elevated Highway, except that it is not elevated. It is a 3-dimensional, model based network. It is strictly limited-access, and cannot create at-grade intersections, and connects to Surface Streets by Interchange Puzzle Pieces. By virtue of being elevated, it can cross over all ground-based transit networks. The Elevated Highway (also just known as "Highways" in the game) is a 6-lane, 2-tile network, which is elevated to 15.5 meters. Only auto-based transit types can use them (car, bus and freight truck), and they cannot provide direct access to RCI Zones, so they must be interfaced with Surface Networks in order to create an effective, working road system. Highway networks are generally high-speed, limited access thoroughfares.

There's nothing preventing us from doing it the real world of course. If you click on that last link, you'll see that Richmond station is at ground level, meaning of course that the real world DOES have mass transit tracks/trains on the ground. This option also mirrors the real world, see for example BART/Amtrak's Richmond, Ca Station. This is not as efficient, because the sims don't like to change transportation modes anymore than necessary, and if your transit system is stretched, it may not work well at all. If I recall correctly, the sims can walk between the two to transfer, and be on their way. I believe the best alternative is to place a station of each type next to each other. The example I know of off the top of my head is San Fransisco, Ca's BART system. If you take a look at some real world mass transit systems, you will see switching between subway and elevated rail. This is modeled after real life, normal trains came first, then el-trains and subway both developed as mass transit options, using similar trains/tracks.
